SCO condemns terrorist attacks in Baluchistan


Islamabad:

The Shanghai Cooperation Organization (SCO) condemned terrorist attacks in the province of Baluchistan of Pakistan in March and May, as well as the assault on tourists in Jammu and Kashmir illegally occupied from India.

In a joint statement, the Board of Chiefs of the Member States of the Political, Economic and Eurasian Security Block of 10 members warned against the double standard in the fight against terrorism and urged a consensus on a global convention to counteract the threat.

The Member States strongly condemned terrorism in all their forms and demonstrations and emphasized that the double rakes in the fight against terrorism were unacceptable. According to the statement, the leaders expressed their deepest sympathy and condolences to the families of the deceased and the injured, stating that the perpetrators, organizers and sponsors of such attacks must be taken before justice.

By reaffirming their firm commitment to the fight against terrorism, separatism and extremism, leaders emphasized “the inadmissibility of attempts to use” terrorist groups, separatists and extremists for mercenary purposes.

They recognized the main role of sovereign states and their competent authorities to counteract terrorist and extremist threats and emphasized the importance of multilateral cooperation in the fight against terrorism and terrorist financing.

“Member States reaffirm their determination to continue the joint struggle against terrorism, separatism and extremism, as well as against illicit traffic of narcotic drugs, psychotropic substances and their precursors, smuggling of weapons and other forms of transnational organized crime,” said the statement.

The joint declaration said that the Member States of the SCO promised to intensify the joint efforts to prevent the spread of radical ideologies, religious intolerance and xenophobia, aggressive nationalism and ethnic and racial discrimination.

“They adopted the cooperation program of the Member States to counteract the extremist ideology in the OCS area by 2026-2030, directed, among other things, in the implementation of the participating states of the SCO Convention on Extremism (Astana, June 9, 2017),” he added.

Chaos and conflicts

The statement indicated that geopolitical confrontation, challenges and threats to safety and stability, even in the SCO region, intensified. The global economy, especially international and financial markets, was experiencing serious agitation.

“There is a growing desire to create a more fair, equitable and representative multipolar world order that opens new perspectives for the development of states and mutually beneficial international cooperation,” he said.

The leaders reaffirmed their commitment to a more representative, democratic, fair and multipolar world order based on the principles of international law and the UN Letter and respect for cultural diversity, and mutually beneficial and equal cooperation between states.

Member States adhered to a line that excludes block and confrontation approaches to solve international and regional development problems. They emphasized that cooperation within the SCO could serve as the basis for the formation of an equal and indivisible security architecture in Eurasia.

Member States promised to guarantee sustainable international peace and requested joint efforts to counteract traditional and new challenges and security threats. To further improve the activities of the SCO, the Member States adopted the SCO development strategy until 2035.

Gaza and Iran

Reiterating his deep concern for the continuous escalation of the Palestinian-Israeli conflict, the Member States strongly condemn the actions that have led to numerous victims between the civilian population and a catastrophic humanitarian situation in the Gaza Strip.

They emphasized the need to guarantee a high immediate, complete and sustainable fire, access to humanitarian aid and intensified efforts to achieve peace, stability and security for all residents in the region, the joint statement said.

The SCO condemned the military strikes of Israel and the United States against Iran in June. They said that such aggressive actions against civil objectives, including nuclear energy infrastructure, which resulted in the death of civilians, were a serious violation of international law and the UN letter.

“They pointed out that the physical nuclear safety of nuclear facilities must be guaranteed permanently, even during periods of armed conflict, to protect the population and the environment of damage,” said the joint statement.

The declaration emphasized the law of the Nation to develop the investigation, production and use of atomic energy for peaceful purposes, and emphasized that unilateral restrictive measures in this area were contrary to international law and are unacceptable.

By reaffirming the commitment to diplomatic initiatives aimed at the peaceful resolution of the problems, the leaders of the OCS requested the resumption of the constructive dialogue between the parties involved and an approach to the joint search of solutions that would avoid a greater escalation of the situation.

Reaffirming their commitment to the establishment of Afghanistan as an independent, neutral and peaceful state, free of terrorism, war and drugs, Member States emphasized the formation of an inclusive government with a broad participation of representatives of all ethnocolithic groups.

The SCO Summit observed plans to maintain the ‘Sco-Plus dialog on security issues’ in Tashkent; The proposal to prepare and sign an agreement on confidence construction measures in the military sphere and supported a deeper practical cooperation in the fight against drug trafficking.

The SCO said that the attempts of a country to guarantee security at the expense of the security of other countries were unacceptable. They warned that unilateral and unbridled development of global antimisile defense systems had a negative impact on international safety and stability.

According to the statement, the Member States, excluding India, reaffirmed their support for the Belt and Road initiative of China (BRI). The Summit also adopted a statement on the support of the multilateral negotiation system and the initiative to develop a commercial facilitation agreement within the SCO.

The leaders requested the initiative to establish a ‘largest Euroasy association’ and expressed their willingness to develop the dialogue between the SCO, the Eurasian Economic Union, the Association of Nations of Southeast Asia (SAARC), as well as other interested states and multilateral associations.

Reaffirming the importance of establishing an SCO Development Bank, the interested member states decided to establish it and intensify consultations on a variety of issues related to the operation of this financial institution.

Member States sought to deepen cooperation in the field of sport, pointing out the importance of eliminating barriers for participation in sports competitions. They stressed that the main international sporting events should organize themselves in a spirit of peace and friendship without any discrimination.

The presidency of SCO will pass to the Kyrgyzstan Republic and will be held under the slogan “25 years of the OCS: together towards peace, sustainable development and prosperity.” The next meeting of the Chiefs Council of the Member States of the SCO will be held in 2026 in the Kyrgyzstan Republic.
