My fellow reformists, honorable members of the National Assembly and distinguished guests,
January 1, 2025 marked not only the beginning of a new year, but also the dawn of a new chapter in the history of our beloved nation. As we gather here, united under one flag, as Prime Minister, I stand before you with a renewed vision and an unwavering resolve to transform the economic future of our country. This year will be the Year of Business for Reformistan, a year that will change the trajectory of our economy, our society and the lives of our people.
For decades, we have struggled under the weight of bureaucracy, inefficiency, and an outdated system that stifled growth, innovation, and opportunity. Our businesses have been burdened by unnecessary red tape, our entrepreneurs have been held back by archaic regulations, and our investors have been deterred by unpredictable policies. As a result, our potential as a nation remains untapped. But that changes today. This government is determined to unleash the full power of reformist economics and pave the way for unprecedented growth, prosperity and opportunity for all.
Today I announce the complete abolition of the NOC culture that has plagued our business environment for far too long. Our citizens will no longer have to run from one pillar to another, filling out endless paperwork or searching for permits for months just to start a simple business.
With immediate effect, any reformist citizen who wants to start a business will need only two things: a valid CNIC and a bank account. The entire process will be digital, seamless and without human intervention, ensuring that there is no room for delays, corruption or inefficiency. By simplifying and digitizing business registration, we are removing barriers and opening doors of opportunity for millions of entrepreneurs across the country.
Our government is also committed to removing the layers of bureaucracy that have held us back for decades. Let me be very clear: the government’s role is not to hinder businesses but to enable them. From today, all government departments will focus solely on regulation and facilitation, leaving businesses free to operate and prosper.
We are introducing a bureaucracy-free approach to business operations, where unnecessary interference will be eliminated and decision-making processes simplified. This is not just a reform; It is a revolution in how our economy will work.
Attracting both local and foreign investment is essential to our vision for the Year of Business. Reformistan has immense potential, but potential alone is not enough. Investors need trust, stability and predictability. To that end, we are introducing a new investment framework that will provide generous tax incentives for companies in key sectors such as technology, manufacturing and renewable energy. Additional incentives will be offered to companies operating in underdeveloped regions, ensuring that growth is inclusive and benefits all corners of the nation.
We are also reforming our banking sector to make capital more accessible to entrepreneurs and small businesses. These reforms will allow our youth – the soul of our economy – to turn their dreams into reality. Our goal is not only to create businesses, but also to foster innovation, entrepreneurship and an entrepreneurial spirit that drives Reformistan forward for generations to come.
The digital economy is the future and Reformistan cannot afford to be left behind. High-speed Internet will be available to all citizens, no matter how remote their location. Digital infrastructure will be at the heart of our reforms, enabling online business registration, e-commerce and digital payments.
We are also introducing policies to promote digital literacy and skills development, ensuring our young people are prepared to compete in the global market. This is how we will create a prosperous, innovative and digitally connected Reformistan.
To ensure the success of these reforms, I am introducing a strict accountability framework. Each ministry will have to publish monthly reports on the reforms it has implemented to boost business activity. These reports will be made public and I assure you there will be no room for complacency. Ministers and secretaries who fail to achieve measurable results will be removed from office. On the other hand, high-performing ministries will receive additional resources and recognition. This government will not tolerate failure, but will celebrate and reward excellence.
These reforms are not just political; They are a national movement. They ask all citizens of Reformistan to play a role in rebuilding our economy. From entrepreneurs and investors to policymakers and workers, everyone has a role to play. The private sector will be the driving force behind this transformation, but the government will stand firmly behind it, providing support, facilitation and encouragement every step of the way.
Let me take a moment to share with you the message of hope that underpins the Year of Business. Reformistan is a nation of dreamers, innovators and workers. We have the talent, resources and determination to overcome our challenges and claim our rightful place in the world. The Year of Business is not just about economic growth; It is about creating a society where all citizens can succeed, where innovation flourishes and where prosperity is shared by all.
In my closing remarks, I want to make this clear: 2025 is our year. It is the year in which Reformistan claims its destiny. It is the year we show the world – and ourselves – that we are a nation capable of achieving greatness. But greatness comes at a cost. It requires bold decisions, difficult reforms and relentless efforts. And we are ready for that challenge.
To every ministry, every public servant and every citizen: I urge you to join me in this mission. Together we will dismantle the barriers that have held us back. Together we will build a Reformistan that is not only a place of opportunity but a beacon of hope for the entire region. May 2025 be remembered as the year Reformistan embraced change, unleashed its potential, and headed toward lasting prosperity.
