Rawalpindi:
The Punjab government has recently taken into account the award of a RS20.4 billion contract for lot 2 and lot 3 of the Chahan Dam Water Supply project to a Turkish company after finishing an association with a Pakistani company, looking for a report within a week.
Up to 25 million gallons of water must be provided from the Chahan dam and the Rawal dam to Rawalpindi daily under the financing of RS33.859B of the Asian Development Bank (ADB).
The contract was granted only to a Turkish company after finishing the association with the Pakistani company. The lack of transparency in the adjudication of the contract and the violation of the laws and regulations has caused the formation of a fact investigation committee, led by the president of the Inspection Team of the Principal Minister (Cmit). The Committee has begun to review the records in Wasa Rawalpindi, and a report will be presented to the Punjab main minister after a week.
The Committee, under the leadership of the president of CMIT, Salman Ejaz, and the members Ahsan Waheed (Four Member) and Ghulam Abbas Work (Member Engineering), is investigating the record at Wasa Rawalpindi with respect to the tender process for the project.
The tender involved a joint company between the Turkish company, 5h Insaat, and the Pakistani company, Qasim & Co. However, the contract for lot 2 and lot 3 was granted only to the Turkish company. According to the law, no foreign company can ensure a contract without forming a joint company with a Pakistani company.
The sources say that the contract for lot 2 and lot 3 was granted seven months later, after the contracts for lot 1 and lot 4 had already been granted. In this context, Wasa looked for local government guidelines.
Sajad Zafar Dal issued a letter on the formation of the Acts Research Committee. It is worth noting that contracts for lot 1 and lot 4 had already been granted. The contract for lot 2, valued at RS8.3b, and lot 3, worth RS12.1b, was granted to the Turkish company 5H Insaat. The work in lot 1 and lot 4 is already underway.
For lot 1, the contract for a water treatment plant per day of 12 million gallons per day in Chahan Dam, worth RS6.36b, was granted to the third group of construction engineering of China (Penty V). Meanwhile, for Lot 4, which implies updating the filtration plant and pumping machinery in Rawal Dam and Khanpur Dam, as well as rehabilitating the old water lines, the contract worth RS7.199B was awarded to a joint 5h insaat company and Mrs. Metra Khan BDD ..
These two contracts will be completed within three years. For Lot 2, the contract for the installation of a main pipe from Chahan Dam to Chak Jalal Din, worth RS8.3b, and for lot 3, the contract has been granted to establish the distribution network to supply water from the Chahan dam to the city’s residents, worth RS12.1b.
The completion of these four contracts will significantly improve the water supply system in six union tips (UC) along Adiala Road, as well as in the areas of Khayaban-E-Sirsyad and other parts of the city of Rawalpindi.
It is important to keep in mind that this project, initiated with a loan from RS33.859B of ADB, has designated Hamza Salik as project director in Lahore and Zeeshan Shaukat Gondal as deputy director of the Wasa Rawalpindi project.
