The Rawalpindi Bank of the Superior Court of Lahore (LHC) has issued managers to federal and provincial governments to take immediate measures against blasphemy in social networks, including the prevention of blasphemy against the prophet Muhammad (PBUH), the Holy Koran and all sacred personalities.
The Court, in its detailed judgment of 16 pages, also ordered the immediate termination of all types of VPN, the registration of all social media websites and the establishment of special courts throughout the country, similar to the courts of NAB and Anti -Terrorism (ATC). He also ordered the appointment of dedicated judges for these courts, the creation of a special wing within the Federal Investigation Agency (FIA) to combat blasphemy and the establishment of a Blasphemia department (CBD) modeled after the Controllerism Department (CTD).
In addition, the Court instructed the observance of the International Day of Islamophobia as the “Day of Honor for the Prophet” every year on March 15.
The court issued these guidelines after approving all the related requests presented by Umar Nawaz and Aamir Zafar. A detailed 16 -page trial was issued with respect to requests, which sought to stop the growing blasphemia campaign on social networks and requested strict actions.
In the ruling, Judge Abdul Aziz issued instructions to federal and Punjab, FIA, PTA and the Ministry of Interior (MOI), urging them to identify the NGOs that support the publication or burden of said content under the appearance of freedom of expression.
The court also directed meetings with social media platforms such as Facebook and YouTube to inform them about the strong feelings of the Muslim community and demand the immediate elimination of such offensive publications. He went to the Wing of Cybercrime Crimes of the FIA to be trained with more resources and funds. The court also recommended including material in the educational curriculum to encourage children to use social networks positively.
The sentence emphasized that the Pakistani State must play an active role in the end of the growing tendency of blasphemy on social networks, with the PTA by carrying out awareness campaigns when uploading positive videos. In addition, people who commit blasphemy who have mental health problems should be treated, and preventive measures should be taken to avoid incidents such as Sialkot’s tragedy, Gojra incident, Shanti Nagar and the murder of Sri Lanka’s manager in Sialkot.
The Court recommended the formation of expert advice of academics at the division and district level to avoid vigilant justice and ensure that suspects are quickly arrested, followed by transparent investigations. Cases must be formally registered and take legal measures.
The court expressed a strong dissatisfaction with the role of state institutions and ordered the PTA to develop an immediate mechanism to eliminate the blasphemous material from social media platforms. He also ordered that bloggers involved in such crimes that have fled abroad to be returned to face legal actions.
The detailed trial has been sent to the immediate implementation of federal and provincial governments, main secretaries, relevant ministries, FIA, PTA, MOI and social media companies.
