Los Angeles: The Troops of the National Guard of California deployed in the streets of Los Angeles on Sunday to help quell a third day of protests on the immigration application of President Donald Trump, since the State Democratic governor described his illegal deployment.

The White House played the Newsom characterization, saying in a statement that “everyone saw chaos, violence and illegality.”

Trump’s justification for the deployment of the National Guard cited a provision of title 10 of the United States Code in the Armed Forces. However, Title 10 also says that “orders for these purposes will be issued through the governors of the states.”

It was not clear immediately if the president had the legal authority to deploy the National Guard without the Newsom Order.

Title 10 allows the deployment of the National Guard by the Federal Government if there is “a rebellion or danger of a rebellion against the authority of the United States government.” These troops can only participate in limited activities and cannot undertake ordinary law activities.

The Trump memorandum says that the troops “will temporarily protect the ice and other personnel of the United States government that perform federal functions, including the application of the federal law and to protect federal properties, in places where protests against these functions are occurring or probably occur.”
