Azerbaijan offers totally financed scholarships for international students, including Pakistanis


Azerbaijan has officially announced the opening of its Heydar Aliyev program – International Education Subsidies for the Academic Year 2025–2026, which offers totally financed scholarships to students around the world, including Pakistan.

The program, jointly administered by the Ministry of Foreign Affairs and the Ministry of Science and Education, aims to strengthen global human capital and promote academic and cultural exchanges with Azerbaijan.

The initiative is appointed in honor of Heydar Aliyev, national leader of Azerbaijan, and reflects the country’s commitment to advance educational diplomacy and foster international associations.

The Heydar Aliyev scholarship is open to students who seek to follow higher education at various academic levels and in multiple disciplines. The program covers:

Degrees of Bachelor and General Medicine Programs (4–6 years)

Master’s Gratrees and Medical Residency Program (1.5–5 years)

Doctoral programs (3 years)

Linguistics and Preparatory Base Courses (6 months to 1 year)

Every year, 100 international students will be selected to join the program, which will continue over the next five years.

The scholarship provides a wide financial package, which includes:

Complete registration fees coverage, including preparation courses

International round trip passage to and from Baku

A monthly stipend of 800 AZN (approximately USD 470) for life costs (for 10 months annually)

Annual medical insurance worth 200 AZN (approximately USD 117)

The support of visa issuance and residence permit during the study duration

Eligibility criteria

The program is open to applicants of:

Member States of the Islamic Cooperation Organization (OIC)

Member States of the Non -Aligned Movement (NAM)

Small states in development of the island (SMSM)

Countries with cultural, historical or ethnic ties with Azerbaijan

Candidates must also meet the specific age requirements:

Undergraduate/General Medicine: Children under 35 years old

Master’s/Medical Residency: under 40 years old

Doctorate: children under 45 years

In addition, applicants must demonstrate a solid academic performance, with an average of the minimum grades of 70%, and the mastery of the instruction language: English, Russian, Turkish or Azerbaijan.

Application process and timeline

The application procedure is divided into two key stages:

First stage – National Nomination

March 15 – May 15, 2025: Applicants must submit documents required to their respective national authorities, as ministries or embassies.

Second stage – centralized record

June 1 – June 15, 2025: Nominated candidates will be registered through the study in the centralized admission service of Azerbaijan (Siacas) through portal.edu.az.

Final selection and registration

June 16 – July 15, 2025: Review and evaluation of applications submitted.

July 16 – July 31, 2025: Notification of selected candidates.

September 15, 2025: The academic year officially begins.

September 30, 2025: Final arrival deadline in Azerbaijan.
