Around 40 organizations and more than 40 people urge EU legislators not to undermine encryption.
In an open letter published on May 5, 2025, experts request to have a key role in the definition of the block of the block on the encryption included in the Proteteu strategy presented last April.
Proteteu is the first step in the EU commission strategy for legal and effective access to data for the application of the law. However, according to experts, it occurs as another iteration of the divisive chat control proposal that has been looking to introduce rear doors in messaging applications encrypted since 2022.
“There is no technical silver bullet”
Encryption refers to data struggle in an illegible way to avoid unwanted access. The tastes of Signal, WhatsApp and email safe suppliers use end -to -end encryption to ensure that their messages remain private between the sender and the receiver.

“Strong encryption is essential to protect human rights and digital infrastructure of Europe. Any attempt to grant exceptional access to the application would introduce dangerous vulnerabilities. There is no technical access of ‘silver’, access for ‘good’ is not possible,” said one of the signatories, Matthias Pfau, CEO of Tuta runs.
As mentioned above, Tuta also pointed out how Protectuu can simply be a brand change of the controversial chat control proposal. The bill, which comes as a way of stopping the propagation of CSAM content online by scanning the communications of all people, so far has failed to attract the majority necessary to become law.

The group, which includes civil society organizations and individuals specialized in technology and digital rights, now urges the EU to allow them to be an active part of the Protectu strategy.
They wrote: “Instead of investing more resources and time in systems that are causing damage demonstrably, we firmly believe that all interested parties must work together to find long -term solutions (both technical and non -technical) to complex social problems.
“In addition, we believe we would be well positioned to provide expert technical information, your cabinet and services, and we would be happy to make ourselves available to this purpose.”
It is worth noting that, although messaging applications and email providers must be the main objective of legislators, the best VPN services could also become the next objective.
For the first time, in fact, a group of EU experts explicitly referred to VPN services as “key challenges” for the research work of the law enforcement agencies, together with encryption devices, applications and new communications operators.
