The Office of Civil Rights of the United States Department of Education has opened an investigation of Title IX in Portland Public Schools for allowing a male transdentifier athlete to compete in women’s sports, as learned.
As Outkick previously reported, “Ada” Gallagher is a biological man who won a state high school championship in athletics last year. Gallagher has continued to compete in the division of girls, despite the fact that President Donald Trump signed an executive order to prevent men from competing in girls and women’s sports.

The department sent a letter to Kimberlee Armstrong, superintendent of Portland public schools (the district), informing him that the investigation is now open.
“These accusations include allowing a men’s athletic athlete to compete in an interscheling athletics competition of girls on March 19, 2025, and allowing the male athlete to use the girls’ costume while the female athletes were changing,” the OCR said in a press release.
“OCR also sent a letter notifying the Association of School Activities of Oregon (OSAA), the governing body of the Portland Interscolastic League, which was opening an investigation aimed at its “Gender identity participation” Politics, which seems to violate title IX “.
Last week, the Oregon Education Department published new guidelines on sex -based sports participation.
“Non -binary, intersex, gender, two spirit and other students who do not constantly identify with gender binary cannot be forbidden to play in athletic teams of any of the genres, aligned with the law of non -discrimination of Oregon,” say the guidelines.

There is also a section related to the required uniforms, where schools are forced to “develop sports uniform policies with the consideration of the needs of gender expansive students.”
Recently, Outkick spoke with an athlete from Oregon’s high school, who said he wanted to see the federal government get involved to prevent trans athletes from stealing victories, awards and places in women’s women’s teams.
“It’s frustrating that nothing has changed. But it would do it a lot, and I know that other women [as well]I appreciate that Oregon is investigated for this, because I feel it is so obvious that this is happening, and it is so obvious that it is wrong, “Lilian Hammond told Outkick.
Well, Hammond is receiving his desire, since the Department of Education, which has already opened research in several other states, including Maine, California, Minnesota and Washington, is now investigating Oregon.
“I am very happy that this is receiving the attention it deserves,” Hammond said in a text message for Outkick after learning about the investigation.
“We will not allow the district of Portland public schools or any other educational entity that receives federal funds tramples the anti -discriminatory protections that women and girls are guaranteed by law,” said Craig Trainor, interim assistant secretary of civil rights.
“President Trump and Secretary McMahon have been firm in their commitment to protect the rights of women and girls. OCR will use all legal means to ensure that no female athlete is denied the equal athletic opportunities or steal their legitimate compliments.”
Outkick contacted Kimberlee Armstrong and Osaa on the investigation. Neither could be contacted immediately to comment.
While Oregon, as Maine, has argued that their state law allows athletes to compete with and against athletes that coincide with their gender identity, instead of their biological sex, the OCR has repeatedly made clear that federal mandates replace state law.
The news of the OCR investigation occurred the same day that World Athletics, the World Government Body for Track & Field, announced that it will perform biological sex tests in female athletes to keep men out of the women’s category.
