Non-implementation of the National Action Plan agreed upon by all political parties is leading to a rise in terrorism, ISPR Director General Lieutenant General Ahmed Sharif Chaudhry said at a press conference in Peshawar on the security situation in Khyber-Pakhtunkhwa on Friday.
