- Operai for Germany will be launched in 2026 for the public sector

SAP has associated with OpenAi to launch OpenAi for Germany, a new sovereign alternative designed to meet the needs of the German public sector.
The movement means that the AI tools such as Chatgpt will be available for government, administrative and research institutions while guaranteeing compliance with the sovereignty of EU data and legal standards.
With the execution of Delos Cloud of SAP (housed in Microsoft Azure), OpenAi is expected to be launched in 2026, but it will be an offer from the public sector for the fulfillment of sovereignty instead of a totally public tool for German citizens.
Operai becomes sovereign through SAP Partnership
“The collaboration will allow millions of public sector employees to use AI safely and responsible while complying with the sovereignty of data, security and legal standards,” Openai wrote.
The OpenAi CEO, Sam Altman, promised to work with local partners to guarantee the full scope throughout the public sector. The CEO of Sap Se, Christian Klein, praised the association: “We are gathering the experience in SAP’s sovereign cloud with the technology of the leader of Operai to pave the way for the solutions of AI that are built in Germany, for Germany.”
In a separate announcement, SAP said it would expand Delos Cloud in Germany to 4,000 GPU to support the growing demand for AI, with more planned investments, including joint location associations.
The longest objective of SAP is to extend the sovereign options, both in other industries within Germany, as well as other European markets.
The collaboration also supports the ‘made for Germany’ initiative for innovation, employment profits and global competitiveness, launched in July 2025 with the support of 61 companies and € 631 billion ($ 733 billion).
At the same time, SAP also announced plans to make available the capabilities of the SAP Sovereign Cloud in the European Sovereign Cloud of AWS. The first European region of the European sovereign cloud will open at the end of 2025, and will be located in Brandenburg, Germany.
