Government seeks private sector talent for key ministries

In a great shake, the government seeks dynamic talent of the private sector to renew key ministries, inviting experts to direct federal secretaries in economic, finance and energy matters, indicating a significant change beyond the traditional bureaucracy.

The Government has issued ads during the weekend to hire seven “dynamic” individuals of the private sector for federal secretaries positions. However, the announcement did not appoint the divisions, qualification criteria and work descriptions.

Prime Minister Shehbaz Sharif also constituted a ministerial committee, headed by the Vice Prime Minister Ishaq Dar, to finish new nominees for the appointment of 22 -grade bureaucrats as executive directors of the World Bank in Washington and the Asian Development Bank in Manila.

The Government has invited to requests for “dynamic and experienced professionals for the role of the main accounting officials (PAO), technical advisors, head of organizations in key economic areas,” says the announcement. There is a two -week deadline for submitting applications.

The announcement, published on the website of the establishment division, did not appoint the divisions, qualification criteria and work descriptions. However, he suggested that the government is ready to hire seven federal secretaries of the private sector to administer ministries related to the economy.

These are Finance Division, Petroleum Division, Power Division, Division of Planning, Industries and Production Division, National Division of Food Security and Vocational Education and Training. These divisions are currently headed by officers of the Almighty Administrative Service of Pakistan (PAS).

Currently, Imdad Ullah Bosal is the Secretary of Finance, Momin Agha, Secretary of Petroleum, Fakhre Alam Irfan, Secretary of Energy, Awais Manzur Sumra, Secretary of Planning, Saif Anjum, Secretary of Industries and Waseem Ajmal Chaudhry is serving as National Secretary of Food Security.

When it was contacted, the Minister of Economic Affairs and Establishment, Ahad Khan Chema, said that no specific positions had been finished, adding that the government wanted to build a group of specialists for key positions, especially in economic ministries.

Pakistan’s economic ministries are mainly directed by PA officers and there have been criticism that many of them do not have the necessary experience to understand the complexity of economic issues.

To address these weak government problems that were presumably blocking foreign investment, military and civil leadership established the Special Investment Facilitation Council (SIFC). The SFC was also becoming a division, like any other division.

There is also the opinion that an individual from the private sector without experience in the public sector cannot effectively lead these ministries. The nature of the work is such that sometimes the secretaries must press with the Prime Minister to make the decisions, particularly in cases where the relevant ministers are not very effective.

Another challenge facing bureaucrats is that their ministers sometimes lack comprehension or courage to make the right decisions. Often the federal secretaries are seen filling the shoes of the federal ministers. Sometimes, bureaucrats do not receive support from Prime Minister’s office (PMO).

The government recently reorganized the Secretary of Education despite its phenomenal work in the field of public sector education.

“A bad worker fights with his tools,” said Fawad Hasan Fawad, former secretary of the Prime Minister and former Privatization Minister, while commenting on the announcement to hire federal secretaries. “This will not work,” he added.

“Public sector financing is a different horse, which cannot be administered by those who do not understand the limitations of the public sector and the primary responsibility of managing cash flows of a permanent deficit economy that is executed in pairs and bowls exits,” Fawad said.

A year ago, the Government had hired the Secretary of Private Sector Information Technology. The government has not yet published any performance report on the operation of the IT sector to determine whether the experience remained successful or not.

The government plans to sign the “contract -based contracts” with selected people for two years. The announcement declared that the qualification and compensation of the selected individual will be determined in accordance with the rules of the government and align with competitive rates in the market, including the applicable assignments and privileges for the position.

The candidates must have a minimum of 20 years of relevant experience after the qualification and the maximum age limit is 60 years at the time of the appointment, which can be relaxed in exceptional cases according to the orders of the competent authority, according to the establishment division.

The establishment division website shows that the Government has invited requests to hire a PAO for the financial sector. The candidate must have experience “in public financing, economic policy, fiscal management or related sectors and” proven experience in the management of large budgets, fiscal policies, debt management and regulation of the financial sector of familiarity. “

The candidate must have a proven capacity to lead the budget preparation, fiscal reform initiatives and public expenses management reforms. The experience requirement clearly indicates that the Government wants to hire the Secretary of Finance.

Similarly, for the oil sector, the candidate must have experience in the oil, energy, mining or public administration and familiarity tested with the upstream or downstream oil operations, regulatory frameworks, supervision of the mining sector or formulation of the policy of the energy sector.

For the electricity sector, the candidate must have experience in the electricity sector, energy management or public administration and the experience proven in the supervision of energy generation, transmission, distribution and regulatory frameworks.

For the planning and development sector, the candidate must have experience in development planning, public sector reform, infrastructure coordination, economic policy or large -scale project management.

For the industry, the Government seeks a minimum of 20 years of experience in industrial development, public administration, management of the manufacturing sector, promotion of investments or economic planning and for food security, experience in agricultural policies, food security, rural development or public administration.

Selection for Washington

The prime minister also constituted a ministerial committee to consider the appropriate and eligible officers of BS-22 for the nomination against the positions of the Executive Director of the World Bank and the Executive Director in the ADB, according to a notification.

These positions were vacant after Pakistan’s executive director in the World Bank, Dr. Tauqir Shah, was advised from Prime Minister, while the possession of the heading director at the ADB Noor Ahmad expired last week. Ahmad has been asked to continue until the presentation of his position.

Some retired bureaucrats were also in execution, which have now been excluded from the selection process. Among the main contestants are the Secretary of Finance Imdad Ullah Bosal, the Secretary of Economic Affairs, Dr. Kazim Niaz, and Interior Secretary Khurram Agha, the sources said.

The Deputy Prime Minister Ishaq will preside over the Ministerial Committee, which includes economic issues and establishment minister, Ahad Chema, the Minister of Climate Change, Dr. Musaddiq Malik, and the Minister of State for Finance Bilal Kayani.

The Committee will consider appropriate and eligible officers of BS-22, with relevant work experience and work skills.
