Islamabad:
The Superior Court of Islamabad (IHC) has ordered federal authorities to formulate a human legal framework and based on science for the management of street dogs in the capital.
The directive occurred during a hearing on a petition for public interest presented by a prominent environmental lawyer and animal rights, Altamash Saeed, and his legal team.
The petition highlighted the severe abuse of stray dogs at the Population Control Center of Street Dogs established by the Capital Development Authority (CDA) in Tarlai in 2022.
According to Saeed, despite official policy commitments, it has not been returned to a single dog to its original location after receiving vaccination, sterilization and identification through the labeling of the ear.
In the presentations of the Court, Saeed revealed that dozens of dogs have stopped without adequate medical evaluation or security protocols. The petition also highlights a particularly alarming incident on June 13, 2025, when CDA requested the transfer of 50 seriously ill dogs of a local animal shelter. Of these, more than 40 had to be sacrificed due to their irreversible condition.
