KP launches ‘E-Fine System’



Khyber-Pakhtunkhwa’s prime minister, Ali Amin Gandapur, has decided to launch the recently pilot “electronic system” (Digital Muhasil) in all relevant departments as part of a great impulse towards electronic government and the digitalization of government affairs in the province. The Secretariat of the Principal Minister has issued a directive to the main secretary, instructing all interested departments to take the necessary measures for the implementation of the digital income system throughout the province. The ‘E-Fine System’ is a unified and integrated digital platform for the online collection of fines and rates imposed by the provincial government. Initially launched on a pilot base in the districts of Peshawar, Abbottabad, Dera Ismail Khan and Swat, the system has yielded very encouraging results, which leads to a significant increase in income collection in these areas. According to official data, of a total of 4,219 Challans issued in Peshawar, 4,201 have already been paid under the new digitalized system. Similarly, Di Khan has seen the total payment of the 36 challan issued, while in Swat, 875 of 891 Challans have been resolved, and in Abbottabad, 282 of 289 Challans have been paid. Therefore, the system has generated more than RS30 million in revenues to date. The directive also establishes that the system has not only improved transparency and responsibility in the income collection process, but also improved departmental performance. The most important thing, provides convenience to the public, since citizens no longer have to visit government offices to pay fines and rates, saving them time and resources. Given these advantages, the government intends to expand this modern online system to all departments that impose any type of fines. The Directive emphasizes the need to establish an integrated coordination mechanism between all relevant departments and develop an implementation plan based on the timeline to ensure that the system unfolds throughout the province as quickly as possible. The Government, taking into account modern requirements and public comfort, has decided to digitize the entire process of providing public services throughout the province. On the special instructions of Prime Minister Ali Amin Khan Gandapur, a catalog of digital public services has been transferred to facilitate the online provision of public services. Currently, the catalog includes 106 public services from 26 departments, while the Government has also decided to incorporate all the remaining services in this digital platform.
