MPA destination suspended in limbo as stops of conversations

The negotiation committees of Treasury legislators and the opposition in the Punjab assembly met again on Thursday to resolve the matter of the 26 MPA suspension of PTI. The two parties have not yet agreed on what constitutes a legitimate protest and what is an uproar.

The Treasury has linked the restoration of the 26 MPA suspended with the final failure of the speaker Malik Muhammad Ahmad Khan. However, the opposition warned that its MPA will not attend any session of the Assembly until suspended legislators are restored.

In the third round of conversations, the negotiation committee apparently agreed to administer the Chamber in accordance with the decisions of the Business Advisory Committee and rule 223 of the Rules of Procedure of the Provincial Assembly of Punjab 1997.

A source that does not want to be appointed told Express PAkGazette that the opposition did not meet the demand for the treasure of giving documented guarantee of the fulfillment of five conditions imposed before them.

The treasure side was the opinion that everyone who speaks at home must be respected, heard without interruption, slogaering and noise. The treasure said there should be no room for any abusive and violent behavior.

The opposition said that they discourage abusive and violent behavior, but the protest is its right. The treasure agreed with him, but pointed out that there are democratic forms of protest that must be adopted.

Speaking with the media later, the Minister of Parliamentary Affairs, Mian Mujtaba Shujaur Rehman, said that the government and the opposition part agreed to have few conditions.

However, he said, the assembly rules are very clear. “No one in the Chamber, including Prime Minister Maryam Nawaz and opposition leader, Malik Ahamd Khan Bhachaha, will be interrupted,” he said.

Bhachar in his media talk did not confirm that the opposition agreed not to organize any protest or song slogans during anyone’s speech.

The aware sources of this matter said it seemed that the opposition received a safe exit in the name of the negotiation after strong pressure and criticism by 26 MPa suspension.

He quoted opposition legislators saying that no one could prevent them from exercising their right of protest. Without a doubt, the rules prevent legislators from interrupting while someone speaks, but that does not mean that their right of protest is taken from the rules allow them.

However, both parties described the third round of conversations as a successful round.

The speaker Malik Muhammad Ahmed Khan suspended 26 PTI MPA on June 27 for creating “interruption, uproar and indecent slogans” during the speech of Punjab Prime Minister, Maryam Nawaz, in the Chamber, under rule 210 (3) of the Rules of Procedure, Provincial Assembly of the Punjab, 1997.

After that, the speaker received requests from some treasure legislators who sought the disqualification of the MPA mentioned by virtue of article 63 (2) Read with article 113 of the Constitution.

President Khan provided the opportunity to listen to the MPA suspended, by virtue of article 10-A of the Constitution, at the 26 MPA suspended from the PTI in his chamber in the Punjab Assembly. Later, a negotiation committee was established, composed of PMLN, allied parts and PTI.

The speaker issued a press release on Tuesday clarifying that the members suspended under rule 210 of the Rules of Procedure 1997 would have the right to vote in these elections.
