Islamabad: The Department of Meteorology of Pakistan (PMD) has launched an important initiative to modernize the early flooding and prognosis of the country’s climate prognosis under the integrated resilience adaptation project of integrated flooding of the World Bank (IFRAP).
The project, entitled “Modernization of the Hydromet Services of Pakistan (MHSP)”, aims to strengthen the country’s climate resistance by improving PMD’s ability to generate, analyze and disseminate reliable hydrometeorological data, said a press release.
According to the official documents available with the richness of Pakistan, the plan includes the installation of 110 automatic weather stations, four fixed weather surveillance radars and a high -performance computer system.
The project also implies systems and radar system consulting companies, update of the Institute of Meteorology and Geophysics (IMG) and the Meteorological Workshop in Karachi, modernizing observatories, establishing regional centers for climate data processing and formulating both a national framework for climate services and a national hydrometer policy.
Directed by the Ministry of Planning, Development and Special Initiatives, MHSP is designed to improve the flood prognosis, early alert systems and climate risk management mechanisms throughout the country.
The project has been assigned RS2,998.6 million under the Public Sector Development Program of the FY2025–26. For the current quarter, they have been allocated to RS206 million, while the total expenditure so far for fiscal year 2025–26 is RS32.78 million, which carries the cumulative spending from the beginning to RS312.78 million.
As of September 2025, significant technical progress has been made. The acquisition process for automatic weather stations has been completed and the signing of the contract is expected to be short. Financial proposals for the systems integrators consultant have opened and evaluated, while the technical evaluation for radar consulting is underway.
The acquisition of meteorological surveillance radars has reached an advanced stage and awaits the approval of the World Bank for the finished technical specifications. A civil works consulting firm has been involved since March 2025, and offers to update the IMG and the weather workshop are under technical evaluation.
The PMD has also sought fiscal exemptions and proposal supplementary financing of USD 42 million, comprised of USD 18.21 million for tariffs and taxes, USD 13.79 million for higher market costs and USD 10 million to fill the financial gap.
A senior official of the Ministry of Planning told Wealth Pakistan that at the end, the MHSP will represent an important milestone in disaster preparation and the climatic resistance of Pakistan, which allows more precise and timely forecasts for agriculture, management of water resources and the reduction of disaster risk in the country.
