Compensation is no longer limited to cash, invoice orders 8% additional compensation in case of late payment

President Asif Ali Zardari has given his assent to the Capital Development Authority (CDA) Amendment Bill 2025, which revises the compensation framework for acquired properties.
According to the amendment, compensation will not be limited to cash payments and may also be awarded in the form of land or other prescribed arrangements. In cases of late payment, an additional 8 percent per year will be paid.
The legislation also introduces provisions relating to persons with disabilities, minors and persons subject to legal restrictions, along with clauses aimed at safeguarding the rights of landowners.

The law establishes that measures will be taken to restore the standard of living of the affected people. It also allows for the transfer of ownership of the CDA and provides legal cover for the rehabilitation and resettlement of affected people.
The Deputy Commissioners will be authorized to make separate awards for land and buildings. Pending cases initiated before October 2025 will be decided in accordance with the amended provisions.
The President gave his assent to the bill on the advice of Prime Minister Shehbaz Sharif under Article 254 of the Constitution. The Senate approved the bill on November 7, 2025 and the National Assembly approved it on December 8, 2025, without modifications.
National Assembly Speaker Sardar Ayaz Sadiq certified the approval and the bill became an Act of Parliament.
