RDA without public finance chief publishes Rs2b scam

Despite a financial scandal involving the transfer of over Rs 2 billion from an official account, the Finance Directorate of the Rawalpindi Development Authority (RDA) is yet to see permanent appointments to key posts under the financial cadre. The management continues to be led by additional positions and general staff.

According to details, in May 2025, over Rs 2 billion was allegedly transferred from an official account through CDR (call deposit receipt) resets to fictitious companies and individuals. Subsequently, millions of rupees were also allegedly transferred from the security deposits of the contractors. However, even after the scandal came to light, no permanent financial cadre official has been appointed to the GDR Finance Directorate. Almost nine and a half months later, matters are still being handled through officers with additional or mainstream roles, raising concerns about the risk of further irregularities.

At the time the financial scandal came to light, the then permanent director of Administration and Finance, Asif Janjua, retired after completing his tenure in a month. Deputy Finance Director (Late) Junaid Taj Bhatti had earlier been transferred as DG PHA Sialkot. In his vacant position, MP Ahmed Sohaib Qazi was appointed and given the additional charge of Director of Administration and Finance. Masood Arshad was later given the charge of Deputy Director of Finance and was subsequently given the additional charge of Director of Finance following the retirement of Ahmed Sohaib.

Soon after, the post of Director of Finance was removed from Masood Arshad and handed over to Iftikhar Janjua additionally, while Masood Arshad was transferred to State Management. The post of Deputy Director Finance was then handed over to Deputy Director (General Staff) Shoaib Khan. Later, the post of CFO was taken away from Iftikhar Janjua and assigned to IT Officer Daud Malik. More recently, the additional role of Director of Finance was again handed over to Director of State Management, Abgine Khan.
