The main secretary of Punjab realized the alleged important financial scandal that amounts to RS1.94 billion in the Development Authority of Rawalpindi (RDA) and summoned the CEO of RDA (DG) Kinza Murtaza to appear before a Special Research Committee in LaHore.
There are strong indications that it can be withdrawn from your position and made a special service officer (OSD).
Research on the scandal is already underway by the National Office of Responsibility (NAB) and the Anti -Corruption Establishment.
According to the sources, between 2016 and 2017, payments for a total of RS1.94 billion were made to several companies and individuals from the GDR account through call deposits (CDR) receipts.
These bank transactions were never analyzed by DGS or administration and finance directors, who had signature authority during the period in question.
This complete lack of supervision paralyzed financial discipline and transparency mechanisms within the GDR, sources said.
The negligence remained without control until the first week of May 2025, when the newly appointed administrator and finance director, Qazi Sohaib, initiated an investigation and discovered the irregularities.
In a related development, former Deputy Director Finance Junaid Taj Bhatti, who then served as DG parks and the Horticulture Authority (PHA) in Sialkot, died in mysterious circumstances on May 13 in his Sialkot office.
After the discovery, the DG RDA first wrote the Secretary of Punjab for a home in search of permission to formally begin an internal investigation. However, before receiving an answer, he proceeded to send letters to the DG of the Department of Corruption of Punjab and the president of NAB, and DG FIA, requesting his participation in the investigation.
According to the reports, this movement angered the relevant provincial secretary, which expressed a strong disgust in a video link meeting on the matter that was sent to the external external agencies, the sources said.
Meanwhile, NAB has acquired the relevant records and has launched a formal investigation. On June 3, the Regional Director of the Anti -Corruption Establishment at Rawalpindi convened and registered statements by 13 current officials and employees and retired from the GDR.
The sources indicate that the DG can be removed from its position and reallocated as OSD after its appearance before the committee.
