Sindh universities asked to remove professors from administrative positions


The Sindh Higher Education Commission (HEC) has ordered the immediate dismissal of all professors holding administrative or non-teaching positions in public universities in Sindh.

Currently, there are approximately 30 public universities in Sindh. In most institutions, faculty members perform key roles such as Registrar, Controller of Examinations, Director of Quality Improvement Cell, ORIC and other budgeted and unbudgeted posts. Many presidents justify this practice by citing the serious financial crises of universities, arguing that professors who fill additional positions in these functions do not receive additional pay and perform these tasks within their existing salaries.

In a strict directive, Sindh HEC referred to two separate court orders and granted chancellors eight days to comply, warning that non-compliance with the orders would make the university administration solely responsible for the resulting consequences.

In a related letter, Sindh HEC Deputy Director Naheed J. Haider stated, “In pursuance of the order issued by the Hon’ble Sindh High Court in CP No. 1757 of 2024, the order dated December 9, 2025, issued by the Hyderabad Circuit Court in the same petition is forwarded to the Vice-Chancellor. As per this directive, no faculty member or PhD holder shall be appointed, posted or allowed to continue in non-administrative functions. teachers, whether with an additional charge, subsequent blocking or OPS.”

The letter also referred to earlier correspondence, noting that in a letter dated November 11, 2024, the Supreme Court of Pakistan had ordered that all vacant administrative posts must be filled in accordance with law and that arrangements such as additional charges, post-locking, OPS or similar provisions must be put to an end.

Vice Chancellors have been directed to ensure strict compliance with court orders, specifically to immediately end all additional charges, blocking, OPS or similar arrangements. A compliance report must be submitted to Sindh HEC within eight working days of receipt of this letter. The consequences arising from non-compliance will be the responsibility of the respective university.
