Slovenia moves to tax 25% cryptographic earnings

The Ministry of Finance of Slovenia has proposed a 25% tax on the capital gains of cryptocurrencies from 2026, under a bill destined to close a gap in the country’s fiscal system.

The tax will apply to the profits obtained when people sell cryptography by fiduciary currency or spend it on goods and services. However, the exchange of a cryptocurrency for another will remain tax free, and any gain obtained before January 1, 2026 will not be taxed, according to the proposal of the Ministry of Finance.

The measure is intended to treat more cryptography profits such as other capital investments, such as shares or bonds, which are already taxed.

According to the law, individuals would calculate their benefit as the difference between the value in acquisition and sale, adjusted by transaction rates. Losses can be carried out to compensate for future profits. Taxpayers should submit an annual statement before March 31 and make the payment within 15 days.

The tax could generate between € 2.5 million and € 25 million annually, according to preliminary government estimates. The country’s Ministry of Finance requests public comments on the proposal, which would take effect next year.

The proposal occurs when the data of the “European Central Bank survey on consumer payment attitudes in the euro area” show that Slovenia has the highest proportion of cryptocurrency owners in the euro area, with 15% of adults who have digital coins last year, up to 8% in 2022.
