  • FBR ‘decides to move SC’ against CII’s decision on tax withholding.
  • CII opposes the SC judgment on the right of women to maintenance.
  • CII opposes the amendments made to Diyat Law (Blood Money).

The Islamic Ideology Council (CII) declared Wednesday with retaining taxes on transfers and money withdrawals against Sharia (Islamic laws).

At its 243rd meeting chaired by Dr. Raghib Hussain Naemi, the Council said that imposing taxes on bank retreats or money transfers equivalent to “injustice.”

The FBR, however, describes “tax withholding” as an early payment of taxes deducted at the time of the economic activities specified under certain sections of the Income Tax Ordinance, 2001 and the Sales Tax Law, 1990.

The sources aware of the matter said that the tax collection agency decided to move the Supreme Court against the CII decision on the matter.

The CII meeting also discussed issues related to the establishment of human milk banks in the country.

Human milk storage facilities can be established under certain conditions, said ICI, added that the necessary legislation on the matter must first be to prevent evils.

The first human milk bank in Pakistan and the center of early childhood was established at the Sindh Institute for Children’s Health and Neonatology (Sichn) in Karachi in June last year.

However, the initiative was suspended only a few weeks after the issuance of a Fatwa (Islamic Decree). Sichn’s spokesman had said that he would consult Jamia Darul Ulom Karachi and CII to obtain more guidance on the operations of the Bank of Milk Human.

Meanwhile, the ICI also opposed the amendments made to Diyat Law (Blood Money) by the Permanent Committee of the Senate on Law and Justice earlier this month.

The parliamentary committee increased the minimum Diyat value of 30,663 grams to 45,000 grams of silver on September 13.

The ICI declared that Diyat values such as gold, silver and camel should have been part of the law.

The Council also advised the use of insulin derived ingredients contained in the pig by diabetic patients, saying that halal insulin (permissible) was easily available in the markets.

The meeting also discussed the sentence of September 11 of the Supreme Court on the right of a woman to maintenance.
