The Senate agency adopts a bill of civil courts

The Senate Law and Justice Committee adopted on Wednesday the bill of Civil Courts (amendment), 2025. The Law Committee met under the presidency of Senator Faooq Hamid Naek to review and discuss several key legislative law projects.

The Committee adopted the bill of Civil Courts (amendment), 2025, as introduced by Senator Azam Nazeer Tarar, Minister of Law and Justice. The bill, which had already been approved by the National Assembly, aims to reduce the growing load of the litigation on the side of the appeal of the Superior Court of Islamabad.

The bill seeks to address the growing problem of pendency in the Superior Court of Islamabad, which has been exacerbated by the increase in properties prices in the territory of Islamabad.

As the property valuations now exceed one thousand and five thousand rupees, a significant number of first regular appeals against the orders and decrees of the Civil Court has increased the burden of cases.

The Committee also addressed the issuance of the delay in notifying Senator Hamid Khan as a member of the Board of Governors of the Legal Aid and Justice Authority.

President Senator Farooq Hamid Naek directed that the nomination be notified as soon as possible and that the committee is updated on progress.

The Senate agency participated in a detailed discussion on the bill of ‘Constitution (amendment), 2024’, presented by Senator Munzoor Ahmed and Danish Kumar. The bill, which seeks to amend article 51 of the Constitution, was discussed with the contributions of the Ministry.

The Committee took note of the findings of the 2023 population census, which revealed that the Christian community is predominantly concentrated on Punjab, while the Hindu community is largely based on SNDH.

This geographical disparity could raise challenges if each province is designated as a unique constituency for minority reserved seats.

The president of the Committee advised an additional review of the bill based on population data and the relevant legal framework. The bill engines requested additional time to consider amendments.

Similarly, the committee deliberated on the bill ‘Constitution (amendment), 2024’, presented by Senator Khalida Ateeb. This bill was deferred due to the lack of support of the Khyber Pakhtunkhwa government and the pending comments of other provincial governments.

The bill of ‘Constitution (amendment), 2024’, moved by Senator Aon Abbas, which proposes the creation of a new province of South Punjab, was also deferred.

In addition, the bill ‘Constitution (amendment), 2024’, presented by Senator Muhammad Abdul Qadir, who proposes an amendment to article 27 on installments, was deferred for a new review.

The president of the committee expressed the need to review the previous trials by the Supreme Court on the time limits for the quotas before proceeding.
