The announcement came from the White House AI and Crypt Officer David Sacks, who revealed the change during the Saudi-US Investment Forum in Riyadh.
Sacks explained that Saudi Arabia is not considered a risk of national security, asking for more open technology exports between reliable partners.

The dissemination rule was part of Biden’s effort to block access to AI chips to countries of concern, especially China. China’s military and AI capacities were the main cause of concern, with the White House previously worried that the country could use US construction semiconductors to advance their own technology.
However, Sacks explained that the rule has been unnecessarily affecting the allies. Now that the United States is looking for narrower technological ties with the nations of the Middle East, accelerated by tariffs much lower than the taxes to China, the export rules must change.
“The Trump administration has just announced that we will terminate what is known as the Biden diffusion rule … literally restricted the diffusion or proliferation of US technology worldwide,” Sacks said.
Critics also argued that, with the export rules instead, countries are forced to obtain China technology due to the most favorable prices and less restrictions.
“As I have shown repeatedly, I am willing to end past conflicts and forge new associations for a better and more stable world, even if our differences can be very deep,” Trump explained in a direction in the event.
