President Donald Trump has confirmed that the United States will begin again supporting certain chip exports to China and other affected countries, specifically Nvidia’s H200 chips.
Exports will only be permitted to approved commercial customers, under conditions deemed to protect the national security of the United States. The US government also wants to charge a 25% tariff on H200 exports.
However, Trump’s authorization only allows H200 chips to leave the US; China will not yet have access to other Nvidia chips such as Blackwell or Rubin.
Trump authorizes Nvidia H200 exports to China
“I have informed President Xi of China that the United States will allow NVIDIA to ship its H200 products to approved customers in China and other countries, under conditions that allow for continued strong national security,” Trump wrote on Truth Social.
Trump argued that the 25% export tariff coming back to the U.S. “will support American jobs, strengthen American manufacturing and benefit American taxpayers.”
According to Nvidia CEO Jensen Huang, the company’s 95% market share in China has all but disappeared over the course of 2025. Nvidia shares rose slightly following the Trump news.
In his post, Trump also criticized Biden for “forcing[ing] [America’s] Big companies spent BILLIONS of DOLLARS building ‘degraded’ products that no one wanted,” ultimately harming American innovation.
Although Nvidia’s next-generation chips have not yet been given the green light for export, Trump has promised that similar permits will be granted to AMD, Intel and “other BIG American companies” in the future.
China responded positively to the change, according to Trump’s comments.
“Offering H200 to approved commercial customers, vetted by the Department of Commerce, strikes a thoughtful balance that is great for the United States,” Nvidia responded (via PakGazette).
