TTP is becoming an umbrella group for regional militants, Pakistan tells the UN

Pakistan warned the United Nations Security Council (UNSC) that the prohibited Tehreek-E-Taliban Pakistan (TTP) is evolving towards an organization umbrella for militant groups in the region, with the ruling authorities of Afghanistan accomplices in its cross-border attacks.

Speaking in a CSNU session about Afghanistan, Pakistan’s permanent representative before the UN, Munir Akram, accused Kabul of providing safe shelters to militants who have intensified attacks on Pakistani soil. He warned that Afghanistan now houses more than 20 terrorist groups, which represents a direct threat to regional stability.

“We have evidence that Kabul’s authorities have not only tolerated, but are accomplices in the behavior of TTP cross -border attacks,” Akram told the Council.

The Pakistani envoy said the TTP, which has approximately 6,000 combatants, has become the largest terrorist outfit that operates from the Afghan territory. He claimed that the group enjoys operational freedom and the support of elements within the Afghanistan government.

He also warned that the TTP is collaborating with other militant organizations, such as the Baluchistan Liberation Army (Bla) and the Majeed Brigade, which have been involved in attacks aimed at the Pakistan Security Forces and Chinese investments in the country.

“The Kabul authorities have not been able to address the threat represented for the region and beyond other terrorist groups, such as Al-Qaeda, TTP and Baloch terrorists, including Bla and the Majeed Brigade, which are present in Afghanistan,” Akram said.

Pakistan has witnessed a strong increase in terrorism, with the global terrorism index (GTI) 2025 that classifies it as the second most affected country in the world. The country saw a 45% increase in terrorism -related deaths, increasing from 748 in 2023 to 1,081 in 2024, one of the most pronounced waves worldwide.

The number of terrorist incidents doubled more than 517 attacks in 2023 to 1,099 in 2024: attacks for the first time exceeded 1,000 in a single year since the index was established. Analysts have linked this escalation with the return of the Taliban to power in Afghanistan in 2021.

Last week, Pakistani security forces frustrated an attempt to attack Bannu in Khyber Pakhtunkhwa, killing the 16 militants involved. However, five soldiers and 13 civilians also lost their lives in the exchange of fire.

In another important development, Islamabad recently arrested the DAESH-Korasan Mohammad Sharifullah alias Jafar operation with intelligence provided by the United States Central Intelligence Agency (CIA). He was later delivered to the US authorities for his alleged role in the suicide bombing of Kabul 2021 airport that killed at least 170 Afghan and 13 US troops.

Ambassador Akram also pointed out the alarming recovery of modern weapons during anti -terrorist operations against TTP in Pakistan. He said that these weapons were part of the military reserves left by foreign forces during his retreat from Afghanistan in 2021.

He criticized the last report of the UN Secretary General for not highlighting the growing terrorist threat in Afghanistan.

“It is strange that a report entitled ‘The situation in Afghanistan and its implications for international peace and security” cover humanitarian, economic and human rights problems, but does not address terrorism, “he said.

Pakistan, he added, would now press the creation of an anti -terrorism work group under the Doha process to develop a structured approach to deal with the growing militant threat.

Ambassador Akram asked the international community to take urgent measures to prevent Afghanistan from becoming a culture broth for global terrorism. He urged the UNSC to address the security vacuum that has arisen in the region since the acquisition of the Taliban, warning that inaction would have serious consequences.

Islamabad, he said, would initiate consultations to establish a formal mechanism within the UN frame to counteract cross -border terrorism.

“Pakistan will not allow your security to be undermined, and we will take all the necessary measures to protect our people and our interests,” he said.
