The Finance Ministry has clarified that federal government employees will be entitled to advances for house construction under the new Federal Government Receipts and Payments Rules 2025, with civil servants entitled to 24 months’ salary and staff members to 36 months’ salary.
According to an office memorandum issued by the Ministry of Finance, government employees from grade 1 to 16 are included in the category of “staff”, while those from grade 17 and above are classified as “officials”.
The ministry stated that whenever federal employees apply for an advance payment for housing construction, payment will be made in accordance with the Federal Government Receipts and Payments Rules, 2025.
He added that under the new regulation, staff members can enjoy an advance payment equivalent to 36 months of their basic salary, while officers can receive an amount equivalent to 24 months of their basic salary as an advance payment for the construction of houses.

The clarification is intended to standardize the process and ensure fair implementation of the advance pay policy for all federal employees.
