Punjab Motor Vehicle Ordinance proposes strict fines and jail terms for traffic violations

The Governor of Punjab has approved the Fourth Amendment to the Provincial Motor Vehicles Ordinance, 2025, which details heavy fines for traffic violations.

It details heavy fines ranging from 2,000 to 50,000 rupees, and prison terms of up to six months, depending on the nature of the crime and its frequency.

The ordinance includes provisions such as the mandatory use of seat belts for both the driver and passengers. Other provisions include a prison sentence of up to six months and a fine of up to Rs 50,000 for minors driving motor vehicles.

For having tinted windows, there will be a prison sentence of up to 6 months and a fine of up to Rs 50,000. For driving without a fitness certificate, imprisonment of up to 6 months and fine of up to 50,000 rupees. A fine of Rs 2,000 will be imposed for riding a motorcycle without a helmet.

Other clauses include

Driving without a driver’s license:

  • Motorcyclists will be fined Rs 2,000.
  • three-wheeled vehicles: 3,000 rupees,
  • Normal cars: 5,000 rupees.
  • luxury cars: 10,000 rupees, and
  • Transport vehicles: Rs 15,000.

For violating one-way traffic rules:

  • Motorcyclists will be fined Rs 2,000.
  • three-wheeled vehicles: 3,000 rupees,
  • Normal cars: 5,000 rupees.
  • luxury cars: 10,000 rupees, and
  • Transport vehicles: Rs 15,000.

For habitual criminals, the shame is up to 6 months in prison and a fine of up to 50,000 rupees.

For violating zebra crossings:

  • Motorcyclists will be fined Rs 2,000.
  • three-wheeled vehicles: 3,000 rupees,
  • normal cars: 3,000 rupees,
  • luxury cars: 8,000 rupees and
  • Transport vehicles: Rs 15,000.

To break traffic signs:

  • Motorcyclists will be fined Rs 2,000.
  • three-wheeled vehicles: 3,000 rupees,
  • Normal cars: 5,000 rupees.
  • luxury cars: 10,000 rupees, and
  • Transport vehicles: Rs 15,000.

For speeding:

  • Motorcyclists will be fined Rs 2,000.
  • three-wheeled vehicles: 3,000 rupees,
  • Normal cars: 5,000 rupees.
  • Luxury cars and transport vehicles: Rs 20,000.

To drive with faulty lights at night:

  • Motorcyclists will be fined Rs 2,000.
  • three-wheelers Rs 3,000,
  • normal cars 3,000 rupees,
  • luxury cars 8,000 rupees and
  • transport vehicles 10,000 rupees.

For vehicles that emit excessive smoke:

  • Motorcyclists will be fined Rs 2,000.
  • three-wheeled vehicles: 3,000 rupees,
  • normal cars: 3,000 rupees,
  • luxury cars: 8,000 rupees and
  • Transport vehicles: Rs 15,000.

The amendments were tabled in the most recent session of the Punjab Assembly and the ordinance was referred to the concerned committee. Once approved by the Assembly, the ordinance will formally come into force.
