Police recovered four bodies, including two women, a man and a child, from a culvert near Mai Kolachi area, officials said on Friday.
South Deputy Inspector General (DIG) Asad Raza said the bodies appeared to be between 10 and 15 days old.
He said the bodies were shifted to a hospital for medico-legal formalities, adding that further investigations into the incident were being carried out.
Police officials later said initial investigations indicated signs of torture on the bodies, while traces of blood were also found inside the sewer.
Upon hearing about the incident, Sindh Chief Minister Murad Ali Shah ordered the police and relevant authorities to investigate all aspects of the case and determine responsibilities.
He assured that the government would ensure justice for the affected families and said that protection of lives and properties of citizens remained the primary duty of the government.
Separately, the Sindh Home Minister sought a detailed report from SSP Keamari, directing authorities to ascertain the motives and circumstances behind the killings.
In addition, he ordered that those involved be identified, arrested as soon as possible and punished in accordance with the law.
SSP Keamari said the bodies were mutilated, adding that the process of identifying the victims had begun.
