Update aligns Pakistan’s licensing framework with international non-proliferation standards

ISLAMABAD:

Pakistan has formally notified revised National Control Lists under the Export Control Act 2004, updating items requiring prior export license as part of an ongoing effort to harmonize domestic regulations with evolving international non-proliferation standards.

According to an official notification, issued under the Export Control of Goods, Technologies, Materials and Equipment Related to Nuclear and Biological Weapons and Their Delivery Systems Act, 2004, the updated lists require export licenses from the Strategic Export Control Division of the Ministry of Foreign Affairs.

As per the Ministry of Foreign Affairs notification, the revised Control Lists were published in the Pakistan Gazette through SRO 1977(I)/2025 dated October 13, 2025 and made available to the public on the official website of the Strategic Export Control Division for public access and compliance guidance.

“In exercise of powers under the Export Control of Goods, Technologies, Materials and Equipment relating to Nuclear and Biological Weapons and Their Delivery Systems Act, 2004 (SECA-2004), the Government of Pakistan has notified the updated National Control Lists of items requiring an export license from the Strategic Export Control Division (SECDIV) of the Ministry of External Affairs,” the notification said.

“The updated lists have been published in the Pakistan Gazette vide SRO 1977(I)/2025 dated October 13, 2025 and are available on the website: www.secdiv.gov.pk,” he added.

First introduced in 2005 and revised several times since, the latest update reflects continued harmonization with regimes including the Nuclear Suppliers Group, the Missile Technology Control Regime and the Australia Group, following consultation with relevant ministries to maintain effective and internationally aligned export controls.

“This notification underscores Pakistan’s determination to further strengthen its export control regime and reaffirms its role as a responsible technology-possessing State, firmly committed to non-proliferation objectives and fulfilling its international obligations,” the notification states.
