The White House has proposed a single national AI framework to avoid what Trump had previously designated as a “patchwork” of state laws, all in a bid to boost America’s global dominance and competitiveness in the AI sector.
The National Legislative Framework on AI sets out a number of core principles, focusing largely on the protection and safety of children.
The Trump administration also explained that the framework aims to address some of the items of most concern to American citizens: Child safety was compared in importance to keeping a cap on monthly electricity bills.

“These issues, along with other emerging AI policy considerations, require strong federal leadership to ensure public confidence in how AI is developed and used in their daily lives,” the announcement reads.
“Overregulation by states threatens to undermine this important ‘engine’ of growth,” Trump previously wrote in a Truth Social post. “We SHOULD have one federal standard instead of a patchwork of 50 state regulatory regimes,” he added.
The White House maintains that the federal government is the best place to establish consistent national standards; however, states will still have some control over fraud and consumer protection.
Child safety is just one of six core principles that make up the framework, along with: safeguarding American communities, jobs and energy supplies; respect the intellectual property of the creators; prevent censorship and promote freedom of expression; enable technological innovation; and prepare Americans with artificial intelligence education.
Lawmakers have already spoken about this concern in late 2025, arguing that states are better positioned to react more quickly to emerging technological issues.
The White House is now working with Congress to turn the framework into legislation.
