Rawalpindi:
The controversy about the award of two and three contracts by Chahan Dam to Rawalpindi under the Dream project could not be resolved.
The project director, Hamza Salik, was eliminated from his position and the additional secretary Finance Omar Javed was appointed director of a new project. The cancellation of the contract for the supply of 12 million gallons of additional water per day at the end of lot two and the lot three hired at a cost of RS20.4 billion financed by the Asian Development Bank was suspended by the Superior Court.
The court also issued instructions to resolve the matter in two weeks. Rawalpindi will be able to obtain 17 million gallons of additional water per day at the end of the lot one project to lot four.
The contract for the lot one of the projects was granted to China Construction third engineering at a cost of 6.36 billion rupees, while the contract for lot four was granted to Mrs. Metracon BDL and the Turkish company Five H INSAT at a cost of 7.19 billion. The work in both contracts is ongoing. With the completion of these projects, Rawalpindi will obtain 5 million gallons of additional water per day from Khanpur Dam and Rawal Dam.
In addition, the joint company of the project had opposed the award of the contract for lot two and lot three to the Turkish company Five H INSAT at a cost of RS20.40 billion. The project director had canceled the contract on the recommendation of the Steering Committee for the Dream Project after the investigation of the Inspection Team of the Principal Minister on the objection of the joint company of the project.
When the company questioned the decision at the Rawalpindi Bank of the Superior Court of Lahore, Judge Jawad Hassan suspended the decision of the project director and Wasa MD and ordered them to resolve the matter through a mutual agreement with the Turkish company within two weeks.
However, after the meeting of the DREAM Project Manager Committee, the Dream project project director Hamza Salik, was withdrawn from his position and the additional secretary Finance Omar Javed has been appointed project director of the Dream Project.
Now, in the light of the Court’s decision, the Dream Project Steering Committee will decide to grant the contracts of lot two and lot three. If the question of granting the contracts of lot two and Lot Tres crawls, the completion of the project funded by the loan of the Asian Development Bank can be delayed.
