Islamabad:
The Judicial Commission of Pakistan (JCP) held four sessions, chaired by the president of Justice Yahya Afridi, and approved the appointments of main permanent judges of four higher courts, Sindh, Baluchistan, Peshawar and Islamabad.
The approval was given with majority votes. The new main judges are Judge Rozi Khan Barrech for the Superior Court of Baluchistan (BHC); Judge Sarfaraz Dogar for the Superior Court of Islamabad (IHC) Justice Attique Shah for the Superior Court of Peshawar (PHC) and Judge Junaid Ghaffar for the Superior Court of Sindh.
“Today, on July 1, 2025, four meetings of the Pakistan Judicial Commission were held in the Conference Chamber of the Supreme Court building in Islamabad,” said a press release issued by the Supreme Court.
The first meeting considered the appointment of the President of the Supreme Court of the PHC. “At the meeting, the commission, for the majority of its total membership, has nominated Mr. Justice SM Attique Shah, president of the Superior Court of the President of Peshawar, as president of the Superior Court of the President of the President of Peshawar,” said the statement.
The second meeting of JCP was convened half an hour later to consider the appointment of the President of the Supreme Court of BHC. “The Commission, for the majority of its total membership, nominated Mr. Judge Rozi Khan Berrech, interim president of the Superior Court of Baluchistan, as president of the Superior Court of the Superior Court.”
The third meeting considered the appointment of the President of the Supreme Court of SHC “at the meeting, the commission, by consensus, nominated Mr. Justice Muhammad Junaid Ghaffar, president of the Superior Court of Sindh, as the Superior Court of Sindh,” said the press release.
The last meeting referred to the appointment of the President of the Supreme Court of the IHC. “The commission, for the majority of its total membership, nominated Mr. Justice Sardar Muhammad Sarfraz Dogar, the top court of the President of Islamabad, as the Superior Court of the Islamabad Court,” the statement said.
According to the sources, Judge Dogar obtained nine votes. They said that four members, the president of the Supreme Court Afridi, the members of the PTI, Senator Ali Zafar and the lawyer Gohar and the representative of the Council of the Bar Association of Islamabad, Zulfiqar Abbasi, voted to appoint Judge Miangul Hassan Aurengzeb as the Supreme Court of the IHC.
At the meeting, Judge Jamal Khan Commandkhail did not vote in favor of any judge, while Judge Mansoor Ali Shah and Judge Muneeb Akhtar voted in favor of Judge Mohsin Akhtar Kayani.
Judge Aminuddin Khan, the Attorney General of Pakistan Mansoor Usman Awan, the Minister of Law Azam Nazir Tarar, the representative of the Council of the Bar Association of Pakistan Ahsan Bhawan, Senator Farooq H Naek, the member of the National Assembly Aftab, Roshan Barocha, Rana Tanveer and Justice (Justice) Shaukat Aziz Aziz Aziz Aziz Siddiqui voted in Justice’s favor.
According to the sources, an objection was also raised to postpone the session related to the (IHC) President of the Supreme Court until the final decision on the intra-Court Appeal of Transfer of the Judges, but this remained a minority opinion.
