Microsoft has presented new commercial terms to CISPE after the previous antimonopoolio complaints such as the last part of its commitment to solve disagreements and continue operating on a scale throughout Europe, new reports from The registrationI have found.
In November 2022, Cispe claimed that Microsoft imposed higher positions to execute its software in rival clouds, and the company had already reached an agreement with the European group of cloud suppliers.
In 2023, Microsoft agreed to develop a specific European version of Azure, but then a deadline to deliver local azure within the agreed period was lost, which caused additional negotiations.
Microsoft’s European cloud battle continues
The European body said: “CISPE confirms that it has received a Microsoft proposal within the deadline required by the memorandum of understanding signed in July 2024”.
CISPE is currently reviewing Microsoft’s proposal, with plans to communicate his answer in the coming weeks.
It is believed that the offer will focus on the reduced rates of the service provider license agreement (SPLA), after a 10%previous increase. It is possible that service providers also have to share customer lists with Microsoft.
The development follows a condemnatory report issued by the European Cloud Competition Observatory (ECCO) in May 2025, which placed Microsoft in an amber rating. It was the second report published for the Battle in the current cloud of the company, and the second to have an Amber rating.
At that time, the secretary general of CISPE, Francisco Mingorance, said: “It is disappointing that the proposed product does not deliver, but this is not at the end of the agreement.”
Despite Microsoft’s failure to meet its previous deadline, the ECCO report said it maintained a “cooperative working relationship” with the company.
